It is very very hard to clear all stages.
There seems few winning strategy on Traffic, and your game is over easily by small carelessness.
If there are some winning strategy, it may be "Don't let cars stop".
The cars on this game are inclined to start quicker than real ones.
You can utilize the cars' feature and can use the way switching signals quickly for even passing a single car.
If you could speed up this switching maximally, and could not let cars stop, you could clear all stages.
